Paolo, the public relations officer of Oirschot enjoys life at the expense of the municipality, spacious home, beautiful women. He is dismissed by the new mayor and left with debts. His friend Jimmy proposes to launch a major poker tournament and flogged the TV rights to a German radio station. Fortune hunters flood Oirschot for the generous prize but Jimmy appears to have made a mistake with the TV contract: there is no money.
